ROI for Attending

I've attended the last few ASAE conferences, as has our in-house counsel and government affairs director. This year another staffer from ACCA is attending, our membership coordinator, for her first time. I insisted she come this year for a couple of reasons which are probably obvious:

1) First, I think it will be good for her professionally.

2) Second, I think it will be good for the organization because she can attend membership-related workshops I can't make.

"I think" is the operative phrase. Sending so many people to the conference is a significant investment of our resources and time. Following the conference, we'll all sit down and review the experience, in order to determine how to budget for next year's event -- too many attendees? Or not enough?

One of the hardest thing to figure out with events like this is the ROI on attending. How does your organization determine how many people to send to a conference such as the ASAE & The Center Annual Meeting? Is it a straight-up budget question? Or do you attempt to determine an ROI?

And how do you tell attendees of your own organization's conferences to do the same?
